I've never heard that expression exactly, but "Bite me" is an insult, a rude way of dismissing someone when you don't care for what they have to say. "Blondie" is a nickname for anyone with blonde hair.

It's from Friends is it not? Phoebe is accosted by a man when she is trying to get money for charity and he shouts 'bite me blondie' even though she is wearing a hat and we can't see her hair. I think it comes from the Middle-English insult 'bite one's thumb' (Shakespeare used it a lot) and it's come to be 'bite me' in America today.
