The mainstay for the US in the region is in Saudi Arabia, though there are other bases in the area. Saudi Arabia is home of 2 out of the 3 most holiest sites in Islam. So naturally, our presence there as Infidels has been grounds for many violent movements against us. Iraq has none. So we can established a base of operations in the region through Iraq, with access to the Gulf and providing a buffer between Iran and Saudi Arabia, while not upseting the fundamentalists in the region.
How will this affect Iraq largely depends on Iraq. The income that will be flowing into Iraq will likely have a dramatic impact on the development of the country's economy. As this has been the case with S.Korea, Japan, and Germany...as all locations were established during a post-war rebuilding phase. The US will be paying a lease to the Iraqi government for the land in use, plus (if it is anything like the other arrangements) there will be jobs for Iraqis on the facilities as well. Economically speaking, jobs and a stable economy have been the strongest deterrant to terrorism. (For example, Saudi Arabia has a massive unemployment rate for men between the ages of 18-25. They are shipping in cheaper employees from Africa and there are foreign contract workers in country as well. With this high unemployment, the ranks of the fundamentalists have been swelling. Moreover, women have been brought into the workforce, albeit as small percentage...5% last time I checked, however this only adds to the resentment and the fundamentalist's war cry regarding the gender roles within Islam.)
So I see this as a very strong possibility for Iraq, and will likely be the next phase of our program there.

Yes it would be a great benefit to us to have permanent bases in Iraq. It is likely that we will have some bases there for several decades at least.

Count on it. We still have bases in Germany, and that war ended 62 years ago.
We're still in South Korea and the Phillippines.
We'll be in Iraq for a long, long time.

Yes.......it would stop a repeat of us going in and coming out, going in and now wanting to come out.
If you leave the country entirley you can't ensure that the time and money spent on teaching them how to run their own country would be put to use. I also feel that the Iraqi's want us to stay there for the most part.

Yes. We have effectively removed our bases from Saudi Arabia, and Qatar and the Arab Emirates are too small and poorly positioned.
Of course, according to liberals, the ME really isn't important.
