I don't have a Kroger, but I find liquid smoke in the condiment aisle at Safeway - it's usually with stuff like Worcestshire sauce and soya sauce. You'd probably find the peppers in roughly the same place as you'd find other condiments like pickles, relish, etc.

Liquid smoke should be with the steak sauces. The chipotles should be with all the other peppers.
