My husband used to be a JW and was / is so honest, you wouldn't believe it. He reported his time conscientiously and never managed to reach his pioneer quotas of 100 hours per month (because the only part time job he could get was three days per week). This got him into trouble with the Circuit Servant who pointed to two other regular pioneers in the congregation who always met their quotas (one was well off and didn't need part time work, the other did window-cleaning). Well, those two guys cheated on their reporting. My husband knew this but didn't shop them. They're still JWs - retired now and still waiting for Armageddon after a life-time door-knocking. My husband had more oil in his lamp. And more honesty. Attention, JWs!

I have a JW friend and I asked him the same thing.

He said something like the hours are between them and Jehovah, cheating on that will be like lying to God.

He compared it to what that guy and his wife in Acts or thereabouts did, they pretended to sell things and give ALL the money, meantime they had kept some money back. So they were killed by God, and the same applies.

If the JW writes that he did 20 hours, when he only did 5, that will be like that guy and he risks being killed..... or something like that. I think it makes sense.

They do that because they realize that they can cheat their organization, but what they do not have a concept of that God knows everything. Jesus' offer is the best available, but they try to make it by works.
