the plane was to small for all the bags to go on so my mom put a green tag on hers and they put it under the plane. when we got to where we were going she couldent find her jewlery and there was 1300 dollars worth of jewlery in her bag. my mom is really upset and we dont know what to do, can you help?

Baggage going upon an airline normally has a maximum insurance coverage by the airline. First and foremost...your mother needs to call the airlines to file a claim!
To file a complaint with the police, you need to know where the offense occurred so that the right jurisdiction gets involved.
