Is it just light and not the UV rays themselves that is causing the damage?>

Besides visible light, the sun's rays have UVA and UVB. UVB is the part of the spectrum that typically causes sunburns. UVB is blocked by glass and sunscreens.

UVA penetrates glass, and most sunscreens do not block UVA. Some people have skin that is sensitive to UVA, and they can get burnt through glass if they are using sunscreen that doesn't block UVA.

There are also people with inherited autoimmune disorders that have skin that is sensitive to light.

You might look for a sunscreen that blocks both types of UV, and see if that works, otherwise your only option is to cover up.
