I read my Marine handbook, and it says during the Delayed Entry Program, I can refer 2 people to the Marines and I will be able to get promoted to private first class, which also means I can get paid what the first class rank gets paid. Does that really mean I can start getting paid before I go into recruit training?

No. The increased pay begins when training begins. Make sure they document it properly though. They screwed up mine at MEPS and even though the contract was correct it still took 8 months to correct an "administrative typo".

No, it means you will get paid at the E2 or E3 rate depending on the number of people you refer. Get you referrals correctly documented in your service record at MEPS before you leave for boot camp or you likely never see any pay but E1. You are not IN the Marines until the day you leave for boot camp so you don't start getting paid until then.

You cannot get your promotion pay prior to starting training, but you may recieve your referral bonus. Last I checked, most services offered a $2000 referral bonus. $1000 when they leave for training, and $1000 when they complete their advanced training for their MOS. You may not get a paycheck, but when you do, it will be at the advanced rank. But you can get your referral fees as soon as they ship to training.

No, but you'll get Private First Class pay once you begin actively training.
