Yes.
Regarding internal dialogue, there are several views:
a) One is that one part of your brain asks a question and another part tends to give you an answer (sometimes you have to sleep overnight on it): Conscious/subconscious/whatever
b) The above (a) seems to include what is known as conscience, at least for some persons.
Conscience is often a process of comparing two lists, for example, the 613 laws of Judaism against one's behavior or the shorter, 10 commandments of Moses against one's behavior/whatever.
c) Most radical: the voice of God speaks to a person which is viewed as:
1. Perhaps an epileptic seizure (TLE - Temporal Lobe)/Complex Partial seizure, or
2. Perhaps it is real (aka God is really talking?).
Who knows?
Good question.

And sometimes it's even less than that, more like personal desires personal evils trying really hard to find a way to justify themselves. Do you think that God has anything to do with what motivates Fred Phelps and his godhatesfags.com? I wouldn't even call it conscience. So where did it come from then? It's your guess. Fred's own demented evil little mind, maybe? Do you think that Fred Phelps knows that what he's doing is not from God?
Anthony B wrote "The conscience is proof of God because His law is written into your conscience." But if man is born into sin and evil by his very nature and needs salvation, how can he have a conscience that is from God?

The conscience is proof of God because His law is written into your conscience. Every human being has one and thats what makes us different from every other species. I know that God speaks to me because His prediction comes to pass. Only God can tell the future and this is why the Bible is God's word. All of the predictions of the Bible have been fulfilled up until this point in prophecy.

is it not possible that your conscience speaking to you is God's channel and means of reaching you?
I think God uses these means to talk to you. I think that sometimes its just you. But if it's God, he'll confirm it. You won't only be hearing it in your head. You'll be hearing it all over the place. When God's trying to make a point, he makes it loud and clear. We often just need to shut up and listen. And be willing to move forward with what God says to do.

I believe our conscience is a gift of God and that God can (and does) work through our conscience.
How else would we have a conscience?

There is no proof of Gods existence. there is no voice of God. It is just your conscience "speaking" to you.

I do not claim to hear God's voice, other than reading it in scripture.
Where does the conscience come from?

i wouldn't label by conscience as the "voice of god" since i am an atheist, but i suppose that's a way of looking at it.
