I don't think just because your a citizen of earth does it make you a citizen of the universe. Ultimately you live here. Not out there so if some way we could live out there doesn't mean that who ever "ownz" the universe would except us citizens of earth. Just like immigrants need green cards to stay in america.

I believe so because if you are a citizen of the earth and the earth is a part of the universe then it makes sense for you to be citizen of the universe.

yup if you are a citizen of the earth then you are a citizen of the universe.lets see in the future when we can travel outside the earth what we will need to venture outside the earth i am sure they will think of something.

you must first define citizenship and what it means...
1. the state of being vested with the rights, privileges, and duties of a citizen. {but to who if ur 1st}
2. the character of an individual viewed as a member of society; behavior in terms of the duties, obligations, and functions of a citizen: an award for good citizenship. (once again if u are they first who are u obligated to and later when others come does the 1st step to the plate and do his/her duties)

no being a "citizen of the earth" is like being a citizen to some outlying island next to a great contenint. u know its there, but u also know that u will never be a part of it unless something drastic changes.

I WOULD THINK THAT YOU WOULD NEED TO APPLY FOR AMNESTY FIRST, THEN SEE IF THE UNIVERSAL IMMIGRATION COURT WOULD THEN GRANT YOU A VISA, TO TRAVEL THROUGH THE GALAXY. YOU WOULD THEN HAVE TO TRAVEL TO ALL THE PLANETS IN THE UNIVERSE AND TAKE A GENERAL KNOWLEDGE TEST, OF THAT PARTICULAR PLANET, PASS, THEN SUBMIT THAT WITH YOUR APPLICATION FOR CITIZENSHIP TO THE UNIVERSAL COUNCIL FOR APPROVAL. THEN YES YOU WOULD THEN BECOME CITIZEN OF THE UNIVERSE.
