Oh this gets sticky. I HATE asking for people to give me the money they owe me. You need to word it in a way that doesn't sound like you are giving them an option, otherwise she'll keep brushing it off.
Try asking, "Hey Jane, I am going christmas shopping on wed and would like to swing by to pick that 20 up." See, it's a statement not a question. If she's not available that day, ask if she can drop it off earlier or something.

Well I think that it's rude that she borrowed it from you and hasn't given it back yet! Or at least say 'hey..I know I owe you..money has been tight but you will have it by XX' .
You could always ask HER if you can borrow $20. It will be a light hearted way to "remind" her.

Well do not ask he/she that way. Just go up to your and say ''hey can you please pay me back my $20 i let you borrowed, it has been a month already and i need it back.'' Oh just a reminder do not let anyone borrow money cuz they will probaly not pay you back. If you ask your friend for your money back do it in a nice way not in a rude way cuz if you do it in a rude way they will probaly not speak to you anymore or they wont be your friend anymore. Do you give this friend Christmas gifts? If you do, you can consider it a gift to them for this year. If your budget is $10 for each Christmas then consider it a gift that covers 2 years. So for 2 years you don't have to give them any gifts.
If you don't give them gifts , then say "so and so, I need the 20 I lent you. Can I have it today?"

In a very nice way, just be honest with her, and tell her, you could really use the money to buy a Christmas gift.
Honesty is the best policy. Chances are, she forgot, she owes you.

Ask for it. Explain exactly what you told us. If your friend has a problem with that, write them off. Nothing worse than a friend who promises to pay you back but never does.
Even if you choose to remain friends with this person, I would not reccommend loaning to them again, and explain why if they ask.

Wow that's a touchy subject. Most likely your friend is broke too so he/she doesn't wanna cough up the 20. Either that or he/she forgot. Just ask for it. Coyly insert it in one of your conversations.
