Bunk beds are definately not recommended for preschoolers. Sure it's convenient, but if anything ever happened....
A trundle bed would probably be a better idea.

I am in the same boat. I have 2 girls' who share a small bedroom; 2 & 4 years old. 1 already is in a full size bed, and the other is almost ready. We wouldn't have room for 2 full-sized beds in their room, so was researching the bunk bed for an easy solution. The answer that I am finding is not the one I was looking for. Bunk beds are not recommended until the oldest one (who sleeps on the top) is AT LEAST 6 years old.

You can buy bunk beds that are really low to the ground for young children, most have a slide on the end for he child to slide down and have high rails on the top bunk.
I would probably go for a trundle bed aswell, you have a regular twin bed for the 4 year old and a trundle bed will slide nicely underneath the twin when not in use.

My 4 yr old and his 16 month old brother are in bunk beds (#3 is due any day, 16 month old has been out of a crib for 4 mos because he figured out how to climb out at 1 yr and broke his arm...ah, my daredevil). They love it.
The top bunk has a built-in rail, so the 4 yr old can't roll off in his sleep...we have a bedrail on the younger one's bottom bunk also, so he's safe.
Works well for us. Some people are scared of them (my grandmother - I hear about that, let me tell ya), but as long as you've got the safety precautions in place, they're fine.
If the bed has a ladder to get on top, you may want to remove it or block access until the 2 year old is old enough to be able to climb up and not get himself into a dangerous spot...we've taken our ladder off, because the 16 month old can climb it...yes, he's a madman.

i would put the crib mattress on the floor next to the bunk beds in case one of them falls out. also make sure its a guard rail on top. or u could buy a full or queen size bed for them both to sleep on for the time being until u get the bunk beds. also a large size futton so u can fold it up and they have play space in there room. just make sure it locks so they can move the frame down and smash there little fingers.

what about a captains bed, it is small like a regular twin bed, but a second bed pulls out like a drawer from underneith. bunk beds are not safe for that age. if a 4 year old wakes in the middle of the night and is drowsy and tries to climb out, it could be dangerous

I was worried about the same thing, but ende dup doing it anyway. I made it a strict rule my younger one (almost 3) was not allowed on the top bunk. Made it very clear there is no rough housing on teh top bunk too (to the older one).

how a bout a twin bed for the four year old and the toddler bed for the younger. bunk beds are dangerous for kids this you dont buy them
or better yet put the kids in the bigger room and you sleep in the smaller room
