A lot of it comes from trucks or so I have read. I have no idea but it irks me as well. I think laziness is the #1 reason.
Irresponsible young people is another because a lot of the trash I see on the road on which I live is from these do nothing twenty somethings that hang around drinking and smoking in the street every night.
In North Carolina, you can report litterers and they will receive a nasty note from the state.

Littering is both a psychological and social problem.
Where as if you are a completely assimilated to your culture, but still litter, it has to do with that individuals inability to empathize with the concept that they are not the only ones on the planet. Socially, then you are dealing with a much larger problem of set cultural norms. For example the Mexican culture overall, does not think twice about throwing trash down. As we all know Mexico city is a very dirty place.

Judith.. You are totally right apartment dwellers are another group who litter something terrible, and they are usually not Mexicans.

People are lazy & have no respect for anyone else's sensibilities. I live in an apt complex where some people dump their ashtrays in the parking lot, fast food containers, bottles & anything else you can think of. Those of us who care about the appearance of where we live pick up after them.
I was once behind a car on a two-lane road where everyone in the car kept throwing out sacks, pop containers from a fast food restaurant.
In my state, they would receive a hefty fine. I now keep a pen and paper in my car to record license #'s.

I have seen more trash come out of the back of dump trucks form the guys picking up the trash then i have Ever seen anyone throwing something out of their car.

becouse they are to lazy to put it in a trash bag, or can.
the same at lakes and parks who want to swim in a trashy,and smelly lake. so i end up picking it all up becouse their too D lazy.I hate trshy places were I fish at.and oh I put them back in the water.
