not very effective at all. it's only as effective as any other isometric contraction "If" the person is holding in their stomach tight while performing the exercise. the only way to effectively exercise a muscle is to operate it over the entire range of motion of that muscle. this is not occurring so stimulation of the muscles of the midsection would be minimal at best.

the same applies to walking, unless you are purposefully contracting the abdominals they would receive no effective stimulation from that exercise.

Skipping is good for your abdominals because you are using explosive lower body strength and balance to stabilize and co-ordinate movement. It is also helpful if you swing your arms while skipping to engage secondary muscles in your core; obliques (aka love handles).

There is a whole series of exercises that use this principle; rebounding, kettlebell training, plyometrics, jumping rope. It's a fun way to exercise and get in shape. Great question!

Is it better than walking... if you like skipping everywhere and getting funny looks sure why not. J/k IT is more cardiovascularly demanding than walking. However, it is also a very high impact exercise. It should not be your sole source of exercise but it is a great way to add variety.
