it is a lever.. the handle works like a lever, translating a small motion by your bottom hand into a loarger swing of the rake head.. the pivot point is your top hand..

I believe it is a 3rd class lever system where your left hand is the fulcrum, your right hand is the force (assuming that you're right handed), and the ground is the mass.
