You need a power meter and a dummy load. Use the transmitter AM or FM mode for measurement.

the easiest way is to take it to a cb shop and they will bench test it and measure the wats output.. some radios can be readjusted, illegally, to swing more watts.. the preferred method is to have it adjusted so that it s watts increase with the volume in the microphone.. you will hear a cb tech say auuuuuudio..that is him watching his meter to see the output..there is another way to adjust it and that is to turn the power on wide open always. but the modulation, or the listeners cannot understand very well. so the clearest radios have the power adjusted to swing with the volume put into the microphone..good luck.

Measure the DC power input (amps x volts) and assume 30% efficiency. Remember that at least half the power appears as heat in the output stage and too much power will fry it. they use the cheapest components they can get away with
