It could be true. Casinos are like any other business and have the right to refuse or limit business from its customers. The same way a grocery store will say ice cream on sale for $1.00 but limit of 4 per person. Any sportsbook can limit the action from one player if they feel they will lose money over the longrun.
My only issue is that there are MANY sportsbooks in Vegas. If he crushes one, he can just move onto the next. I have never known anyone to be turned away from a sportsbook because he or she is winning too much.
If he is a friend of yours jump on his picks!!

If his action was limited it was because he was doing something suspicious, not because he was winning. If he was actually limited to one window visit per day, that is pretty strong evidence that the sportsbook thought he was doing something shady going back and forth to the window, or he was causing a disruption in the sportsbook.
As far as being blacklisted for winning, he is definitely full of it. Even if such a thing did happen, there are so many sportsbooks in town that only an idiot would make themselves visible enough to the casino to cause them to take action against you.

Generally, this is pretty unlikely, unless he has been absolutely pounding the books on very strange bets such as complicated parlays or teasers. Most books actually welcome some degree of sharp action as it helps them adjust their lines accordingly, and most sharp bettors hit the lines early on prior to the heaviest action.
