My friend works for a company where the sister-in-law of the owner has left her 2 Siberian huskies at their offices. She returned from the US about 6 weeks ago with the dogs, and has kept them at their offices (at a converted house) for the last 5 weeks or so. She has just moved into a flat with a new boyfriend where she can’t take the dogs. She barely comes to see the dogs, and the dogs are mostly being fed by the staff at the offices, since she doesn’t even come to feed them. And now we’ve just discovered that she has left the dogs without food and water over the whole weekend, whilst she went away.
At what point does this become criminal? Is there anything we can do about it? These poor dogs have not had a run since being back in South Africa, are left outside, mostly tied to a leash, are getting no attention at all from their owner and do not get fed or watered regularly. What can be done about this?

I'd report this to the RSPCA (I'm assuming this is the UK), let them deal with the legalities of the dog's circumstances.

Here in the UK it is illegal to leave an animal without sufficient food and water over a twenty four hour period! The animal laws in south africa may be different but it is beyond my comprehension how any human being can be so cruel to two dogs they've taken from one country to another! Why didn't she just leave them in the US? You sound as if you are concerned enough about these dogs to do something about it so i'd approach your boss and have it out with him/her, its their sister-in-law after all. Do you know anyone that would be prepared to adopt these dogs as their own? If you do then tell the boss that there is someone willing to give these dogs a home where they will at least be fed! I'd be careful here too, don't go about this yourself, get some others in your office to back you up or you may find yourself singled out for dismissal or be labelled a trouble-maker! If no-one is prepared to offer these dogs a home i'd tell your boss that you and the others in the office intend to report the sister-in-law to the relevant authorities for animal cruelty as you find it totally unfair that the dogs welfare since their return has been left to the office staff and that you're not prepared to deal with the situation any longer. I would think that animal cruelty is handled differently in every country; however, from a moral standpoint, I believe that she started abusing them when she left them to be cared for by people at her office.
She should have put them in a kennel or left them with a friend at a house, not at on office.
Not visiting her dogs shows a lack of care and concern for them, in my opinion. Neglect is a form of cruelty and abuse in my eyes.
As for what can be done, calling the appropriate law enforcement department would be what I'd do. Actually, I'd probably want to take the dears home with me, since it's obvious she doesn't care about them. :(

it's neglect if she does not feed them or give them water.
if she makes sure that someone comes over to feed them then it's just barely acceptable but i would call animal control so she gets a little wake up call in the least or she understand it might be better to rehome the dogs.

I'm really sorry if this doesnt help, but I just wanna say that IS animal cruelty and is obviously not right. You might confront that person and ask her why she's doing this. Hope this helps (thought it's not really the answer u were lookin 4 huh?)

Call your local animal protection society and report them - this should have been done long before now. People like this do not deserve to have pets.

definitely neglect, she shouldnt be allowed to have animals... i would make an anonomous call to the animal control...... leaving an animal without food or water is neglect.... and keeping them at the office is neglect!!!

People make me sick. This is abuse and neglecting. Please call the authorities. It is not right for a person(s) to take on the responsibility of a pet then not take care of them
