It's an ancient Italian saying.
It's literally "The tangle, who does it unravels it"
and meaning is
"Whoever is causing troubles to somebody must help him getting out of them"

Something (but not exactly) like:
The tangle, who I does I unravels.
Yes I know it's not a native speaker's translation and obviously is not 100% accurate, but since the asker knows the context, he can probably figure it out from this.
