The phrase presumes that anyone can judge another's view of "greed" and "poverty". If I am happy with a small ordinary car, that doesn't mean I am in poverty, nor does it mean my neighbor with the big expensive new car is greedy. Those things might or might not be true, but are not proven by quantifying our material goods.
I suspect that the phrase is more of a justification of someone's modest circumstance, by declaring that anyone that wants to have a better life than one of poverty is by definition "greedy".
It also ignores the fact that only those whom it defines as "greedy" have the means to actually be charitable; How can a person be both? If not, how could there be any charity at all?
It's hogwash. That's the real explanation of that "quote".

I am sure many people may think this is true. Yet I do disagree with this statement. I see hard working people everywhere and I would not consider them to be greedy. Most of us are born into capitalistic societies where we all have opportunities... and it is those opportunities that allow us to achieve to goals that we set for ourselves. When you are poor, and I grew up in a poor (amount of money) family, you feel depressed and that no one cares about you. At that point in your life to have to make a choice... am I going live like this or make something for the better. You have to realize that there are people who care and you also have to have faith. Having faith in God and saying a prayer several times a day gives you comfort to know that you are not alone. My family may have been poor but we never knew it because we never compared ourselves to any one else. We worked hard even as kids, it was an everyday life on the farm. We never had a lot of money but we knew that we would be busy. If you feel you are poor, get up and visit a church, clean up and wear clean clothes, if you dont have any, go to the Salvation Army and get some, and then open the paper and find a job. It is a challenge, it is always a challenge, but always keep your faith.
