download a software called gif animator.. its easy to use trail ware... i guess that will help u start of with a gif image

just make a picture and save it at .gif format.

Yes, you must have a Good Photo Editing Software, like Adobe's Photoshop, this program will enable you to use one of over 15 Format's on your images. You can format in .TIFF .JPEG. PDF.GIF. and on and on
When you select from the FILE EDIT MENU to Save AS the box will open and you can change the format you want to use there.

If you want to do it on the cheap (actually for free) download Serif photoplus 6. You can make graphics with this and save them in gif, jpeg, tiff, bmp format.
I use this and photoshop.
