Yes the BAH is forfeited once you move into housing. The only thing you will need to pay for is cable, internet & telephone. You will be responsible for lawn care of both the front & back yards.
If you move into housing that is now PPV then there is 2 different ways it is run. Some companies have some areas of housing that are at a set BAH (ie 802 Housing in Kaneohe Bay, Hawaii that is 2 bedroom townhouse style) and if you get more than that then you pocket it. Or the main one in which all BAH will be transferred through either allotment or payments (if you choose payments, then you will be required to give a deposit). Normally all utilities except for internet, cable and telephone (although some places do have free dial up internet) are provided, but some companies have are charging for electricity. There will be a monthly average and if you are over it you will pay, but if you are under it then you will receive a refund check.
While this maynot sound great you need to remember that there is no credit check done, no pet deposit required and normally no security check required. You can get out of the lease with less than 30 days notice if it is due to PCSing. And if you move out in the middle of the month you will receive a return of BAH for the time you weren't there.
With moving, it is going to depend on if you signed up for housing before moving out in town. If you did & you still received your HHG then you will be eligible for the military to provide movers for you for free. But if you didn't sign up for housing and now have decided to, you will have to pay for the move yourself. If the military is providing the movers, you will need to go through the Transportation or Personal Property Office to set it up. If you aren't the AD member then you will need a Specific POA to sign the lease for the housing, set up the allotment & arrange the movers.

The answer to that is ..it depends. Many bases have gone to privatized housing. Basically, this means the military is no longer running or repairing the housing units on base. Many of the private companies have built gorgeous new units and have done quite well handling the older ones. If the base you are moving on has privitized housing, you may very well continue to be given BAH, but it will be automatically deducted from your pay and given to the private housing group. Some units may cost less than what you get for housing (especially true in double military couples or higher ranks)so there is a tiny possibility you would have a bit left over. Rent to the private groups will include heat, water and electricity but you will have to pay for cable, internet and phone services.
Now for the moving part. Most military members are entitled to one move paid for by the government, either on base or off base, during their military careers. This does not include PCS or duty station moves, which are always covered by the military. The best thing to do is contact the TMO office on the base. They can tell you if the military will move you or if you will be responsible for handling it yourself. If you find out you are responsible for moving on your own, TMO should have a list of moving companies in the area they have worked with. The positive would be these companies are ususally registered with the base, so getting them on the base would be fairly simple. However, it may not mean much in the cost. When we moved from on base to our off base home, we paid $800 for a professional moving company to come in and move the large items (furniture, boxes fo books, DVDs, pots and pans, etc) while we moved smaller things, clothing and most of the electronics (except the big screen TV) our selves with the use of a small rental truck and our friends.

I know in the Army you get BAH but it all goes to the housing company like rent. Some bases were suppose to start charging for utilities and if you didn't go over the limit of what they considered for a family you weren't going to have to pay the bill. (Don't know if that as started or not).
You can pretty much get anyone do move you. Or do it yourself. You can always asking the transportation office who they recommend.

Traditional base housing, you don't receive any BAH but you don't pay any rent or utilities. More and more posts/bases are going to privatized housing or a combination of the two. The privatized housing you will receive BAH but it will go straight to the mgt company. When I was stationed in TX the privatized housing was much nicer than the traditional housing and they had garages vs carports. Unfortunately, it was significantly smaller. I ended up taking a tradional house because we needed the space.

once you sign your lease for military housing you also sign the allotment paperwork for the private housing company to start taking your bah...so technically you're still receiving your bah since it shows up on your les but you never see it because it goes straight to the leasing company ( we just did this whole process last year) as of right now we're not paying for utilities but that might be changing soon so not sure how that whole thing is going to work...also if your moving from the economy to housing you need to get with transportation to set up your move...

depends. most of military family housing has been privatized and gone PPV. in this case.. you receive BAH but the entire amount is immediately taken away as an allotment to pay rent. this does cover at least part of your utilities and usually all of your maintenance..inside and outside.
If you choose to have the military move you, they choose the moving company, and you will have no out of pocket costs associated. If you choose to move yourself, you pay up front and the military will reimburse you up to 80% of what it would have cost them to move you.

The only time the military pays for air tickets if you either don't own a vehicle or you cannot drive when in CONUS (lower 48 States). If this is the option then they need to make the travel arrangements for you. If you have a vehicle then they will give you MALT (mileage of $.24 per mile) and Per Diem (set rates for each person) to get to his location. If you are driving with him then it would be $109 for him, 75% for you and any dependents over 12 and 50% for those dependents under 12. This is per day and the MALT is limited to 350 miles per day. So if it is 500 miles away it is 2 days, if it is 700 miles away it is 3 days, etc.. If he reports in before that time then he only gets it for the days you took to get there. Now as he has to report immediately theremay not be time for you to get there. Plus unless you have the movers already packed up your things you will have to wait until that is done or he needs to get a Power of Attorney (POA) for someone to live there. He gets BAH included in his pay all the time, while in Basic and AIT it is based on the zip code he resided at when he enlisted. The BAH amount will not change until he reports in, then it changes to the Rate for that area. They will not give you an advance on BAH at all, you will have to pay it out of your own pocket. He will not get the Travel Pay (Malt/Per Diem) until after you have done it. He will also get DLA - Dislocation Allowance which starts at $1700 for E1 to E4. It is to pay for security deposits, rental car, etc...

If you move into base housing you are no longer entitled to BAH. You do not pay rent or utilities. Most of the time the government will move you on to base. Or you can opt to do a ditty move(move yourself). Then the govt will reimburse you so much of your moving expenses. I would check and see if you are authorized to have the govt. move you. Your best bet is to go to inbound transportation and housing on base and talk to them.

Once you move on base, you lose your BAH because that payment is to enable you to rent a HOUSE.
You don't pay rent, per se...you forfeit your BAH.
Military moves are usually arranged by the Traffic Management Office, who contracts a mover and lets you or your designee know when they'll arrive.

If you move on base, no more BAH.
You do not pay rent.
Base housing includes, water, elec, garbage.
You pay for phone and cable.
If you are living off base now, and get on base quarters, the military will not pay to move you on base.
The military only pays for moves during a PCS.
If you are new in the army and your husband is going to his first duty station, then they will pay to move your stuff from where you live now, to his base.
If you are already at his base and have been living off base while waiting for base housing, you will have to move your stuff on base yourself.
