Foxes aren't dogs, they're a seperate species, but I think I see what you're asking.....
A type of fox, the Swift Fox, is about the size of a cat and it's the smallest wild canid in North America. Not sure if there's a smaller one somewhere else. Jackals are pretty small but I think they're closer to coyote-sized.

Foxes aren't actually a dog. They are more closely related to hyenas than dogs, and I believe the species difference is so great that you cannot cross breed a dog and a fox.
