If someone is happy about being depressed, like they feel good about it, is it still depression? like if they're happy about being sad, is it still depression?

nope, that isn't depression, that is called malingering. Attention getting behaviors are all about malingering. Depressive attitudes do just that, get attention.

It depends on why the person's happy about being sad. Are they seeking attention? Are they looking for something to be wrong? Are they looking for justification for feeling a certain way? And are we talking about a clinical diagnosis of depression, or a feeling of depression? Got more info?

Yes it is. In their altered mind state they are thinking that depressed is a good way to feel, almost punishing themselves for something in a way that self harmers do physically. Sounds like they need to talk to someone about counselling maybe and if on meds its possible that the meds need to be altered in dose or type. Keep an eye on the person as it could be that they will move on to self harming etc. Good lucj and hope they get the help they need to come out the other side xxxx

you say you are happy that you are sad? what makes you happy about it? im not sure about what you feel but if you want to know whether your situation still belongs in the depression state, you may want to take some test... its called the Burns' depression checklist, its a reliable mood-measuring device that detects the presence of depression and accurately rates it severity..
