When you think about it, it makes sense. God decides who gets roasted alive for eternity, God decides who is tortured, and who is not. The devil merely "manages" Hell.

I know it's shocking for an athiest to know this, but here it goes. If you really think about it, hell IS earth, and god does have a hand in what goes on. Per the bible, when god kicked lucifer out of heaven, he gave him earth as lucifer's domain to rule. He perverted it, so god flooded the earth. That would say to me that hell is actually earth and god does have influence in hell. But then again that would really hinge on if there really was a god and satan.

No it doesnt.
When you think about it, politics make sense, politics a.k.a govt. decide who gets roasted,who gets tortured and who doesnt.The devil manages Hell but mankind create it on earth.
God can only help those to see their wrongs if they cant see it well then it is a lesson to be learnt in time.
It is mankinds wrongs that get them in the sh!t not God.
People are so quick to blame God when things go wrong and in the hour of crucial need hes the first person they call on, now can you honestly call God a man of hell or a man of truth?
Now what do you think about that?
Makes sense doesnt it....
Think about it!

Ok, I follow this reasoning until I get to spawn, the demon child. Now if the devil is managing it but god is running it....is Spawn confused on who he is fighting against? I mean he was always fighting the evil demons and going against Satan and the other "evil doers". But by your reasoning, it sounds like if Spawn really wants to close the shop he should be waging war on the Churches and not the evil demons which escape hells grip from time to time. I am so confused now, I need to reopen my comic collection and totally re-evaluate the situation.

The devil doesn't even manage it. Hell is Satan's place of eternal torment, just the same as it is for the nonbeliever. The whole concept of Satan being the ruler of hell is bred by a misconception of what hell actually is.

No, Satan is the ruler of hell. God is the ruler of Heaven. They both get to make rules on how to run their place. God is not the one who is in Hell torturing people, Satan and his demons are. God doesn't send people to Hell, people send theirself there.

Rom 1:17 For therein is the righteousness of God revealed from faith to faith: as it is written. The just shall live by faith.
Rom 1:18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness;
Rom 1:19 Because that which may be known of God is manifest in them; for God hath showed it unto them.
Rom 1:20 For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse:
Rom 1:21 Because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened.
Rom 1:22 Professing themselves to be wise, they became fools,
Rom 1:23 And changed the glory of the incorruptible God into an image made like to corruptible man, and to birds, and fourfooted beasts, and creeping things.
Rom 1:24 Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonor their own bodies between themselves:
Rom 1:25 Who changed the truth of God into a lie, and worshiped and served the creature more than the Creator, who is blessed forever. Amen.
Rom 1:26 For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature:
Rom 1:27 And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompense of their error which was meet.
Rom 1:28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;
Rom 1:29 Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, debate, deceit, malignity; whisperers,
Rom 1:30 Backbiters, haters of God, despiteful, proud, boasters, inventors of evil things, disobedient to parents,
Rom 1:31 Without understanding, covenant breakers, without natural affection, implacable, unmerciful:
Rom 1:32 Who knowing the judgment of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them.
