About the bird - try to get a budgie training book - it does take a lot of time and patience.
For the cat - sounds like you have a Garfield-like cat except it's not fat. Hmmm... maybe get the cat a lover cat or something? I dunno..

You don't.
If the bird doesn't fly, it may be clipped.
If the bird has his wings clipped, then he can't fly until this feathers molt and grow back (within a year or so).
And if you're worried about the cat, don't let the bird out while the cat's in the same room. NEVER let the cat near the bird, even if the bird's in the cage. It's seriously dangerous for your bird.
And if your cat eats a lot, but is perfectly healthy, then let it eat. If a human eats a lot and doesn't get fat, you wouldn't take food away from him/her, would you? Nothing's threatening his/her health.

PLEASE ignore the suggestion to throw the bird! You will injure him seriously or even kill him! I don't know why people who know nothing insist on giving such outrageous advice!
Has the budgie had its wings clipped? If you just got him recently, the pet shop or breeder you got him from may have clipped his wings. He has enough feathers left on his wings to allow him to glide safely to the ground, but not enough to fly and get hurt on something, or fly away from you and not come back. As for your cat, you should have it checked out by a competent vet. It could have internal parasites that are preventing it from gaining weight, or a medical condition such as diabetes. Or it could be perfectly healthy and just have the type of metabolism we all wish we had, that allows it to eat like a pig but stay slim and trim. Only a vet can tell you for sure.

they clip the bird's feathers to keep them from flying. flying causes them to fly into windows, fans, and into the food you are cooking.
Having said that, i never clip my birds, but i keep window blinds drawn, stove off, etc so mine never fly away or get hurt. Since you are not aware of wing-clipping i'm assuming you are first-time bird owner and so YOU should continue bringing this bird to a vet/pet store to get the bird's wings clipped again when it starts flying.
Birds that fly also do not "step up" on your finger and only go back in their cage when they want to -- not when you want it to -- which means you can't open windows, cook, etc while the bird is flying around. Another reason to keep it's wings clipped if you are new to bird owning. If two or three years later you still want it to fly, then let the feathers grow out.
And remember -- no cooking with Teflon or non-stick pans around the bird -- the fumes from that that you can't smell kill birds.

the bird really doesn't need to fly around the house anyway -- too many things for it to run into (including windows) which could hurt or kill it.
feed your cat the recommended amount of cat food on the can or bag... and maybe give him a few cat treats every day?
