Pantene has always been one of the most highly rated shampoo/conditioner line according to various magazines. They have excellent products that smell good. Plus they beat a lot of salon products... hands down.

Ok, I go for best shampoo. I admit it doesn't have the best smell in the world, but the smell certainly isn't anything bad. I have a lot of trouble with my hair so I stick with Kheil's shampoo, conditioner, body creme and sun creme. The were a small independent company for many years but L'Oreal bought them about 3 years ago and I don't see any different in quality.

A shampoo may smell wonderful, but at the same time, that particular shampoo may not be right for your hair. if you like fruity shampoos, i would go for the Fruit Cocktail by biosilk. It's an amazing shampoo and really makes your hair shiney and keeps it healthy. if you want something more earthy, go for any Aveda product that is the right fit for your hair ( i work for an aveda salon, the products are amazing). that be what i would suggest. if you're looking for cheap though, fructise (sp?) is pretty good. watch how much you use though, using too much can cause eventual scalp irratiation.

The absolute best is the new brand called Organix. It has organic active ingredients and is sulfate free so it wont dry out your hair, plus...it smells absolutely incredible! Well, I know Herbal Essences always smells real good.
TreSemme has some very good conditioner, but there really isn't any smell to it.
Flex has a very plain smell and after using it for a week, it leaves hair real sot. Flex is also very cheap.

sunsilk. it has different shampoos and conditioners for your hair. for example damaged, dry, fizzy and etc. it smells good too. the cucumber dove also smells good too.

I like Suave green apple but they have other ones too that you might like better and it is so cheap too. bonus
