Example: My grandpa and my uncle have the exact same name except my uncle is Jr. if my grandpa gives him his credit card can my uncle pull money off the credit card because he has the same name? HERE'S THE KICKER: THE CARD DOESN'T SAY JR OR SENIOR IT JUST SAYS: BRANDON NEUHOLD . I WANT TO CONFIRM THAT I AM RIGHT. My uncle has got money with this credit card before. I AM PROVING A POINT TO MY GRANDPA!

yes, your uncle can take money out of the card (using it as credit) if he has the same name as the cardholder. He would need a pin number to use an atm, but instore purchases that just use a signature, he could do that.

Each credit card has its own account number distinct and different from any other card even though card holder has the same name. In withdrawing cash in credit card, you need to have the PIN code (Personal Identification Number). If your grand father gave the PIN code to your uncle then he will be able to withdraw money from that credit card but if he only took the card without the PIN code your uncle will not be able to get money.
Beware, if your uncle knows the secret question to retrieve the PIN code from credit card supplier then he can withdraw cash from it. Another thing is that if your uncle knows how to forge the signature of your grandfather then he can buy anything he wants using the card. You should report to credit card provider about this instance immediately to avoid substantial loss or maybe you can block the card of your grandpa with his authority.

He can't do it legally. It is fraud and is illegal.

If he has the card or even just the number he would probably be able to charge to it without much difficulty, but it doesn't make it legal.

It's up to your Grandpa to keep track of his things (his credit cards) and keep track of his charges to keep the uncle from using it. Oh yeah, and a willingness to prosecute if he discovers his nephew doing things like that.

good luck!
