Absolutely, many Cadets have prior college. I have a friend who was a junior at Princeton before attending West Point.

Keep in mind, credits don't transfer. You still have to complete the four years at the Academy in order to graduate.

yes, so long as you understand that should you be accepted, you are required to start all over again and complete all four years at the Academy.

Yes...there are a very few Academy cadets/midshipmen who actually completed their degrees.
