The most prominent one was Andrew Jackson. He had a big block of cheese placed in the entrance to the White House and invited all to come in and sample the cheese while giving advice to him and his administration.
I have correspondence in my personal file which was generated by my writing to President Reagan and President Bush the Elder after my Naval retirement. Both men answered me in a personal way. However, the three times I did write to President William Jefferson Clinton, I never received any reply.
That is in stark contrast to the seven or so leaders of other countries that I have corresponded with. Each of them expressed surprise that an American kept up in issues in their country and all of their replies were written in a personal way.

I don't see how this is a military question. Only Congress has the authority to declare war. The president, although Commander in Chief of the Armed Forces, has no such power.
