Limewire and other P2P software is not illegal. Many companies legally provide content using the exact same technology (i.e. Blizzard provides patch content to World of Warcraft players by using P2P technology). The illegal part of P2P is when you trade content that you do not have the right to distribute (i.e. most commercial music, video, and photos). Given many people use Limewire, Kazaa, and other applications for pirating media, people associate the P2P software as being illegal while it really isn't.

As for the second part of the question, record companies would actually love to charge you for the music multiple times. If you rip a audio CD to mp3 format, you are really just loading the music into a player of your choice. If you distribute that to another person though, you have crossed the line to providing content that you do not have rights to distribute.

Technically it is not ok to just put music on mp3 players that you do not own. This is why they have iTunes and such so you pay for the music and have the right to own it. Now if you own a CD and rip it to your computer then put that on an mp3 player, that is legal. But downloading music that you didnt pay for in general is the illegal part. So mp3's really have nothing to do with it.
