Christians will rule over all of creation with Christ for eternity. The new earth is where God's presence will manifest. The new earth is just a very small portion of creation i.e. the universe or "Heaven"

john 17:3 Jesus says "Now this is eternal life:that they may know you, the only true God, and Jesus Christ, whom you have sent."
The place does not matter it is being in the arms of my creator for eternity, surrounded by His love, and Knowing Him more intimately than I ever could here on earth.
