I like the Russian penal troops. The Russians emptied some jails to form penal battalions which they would send on virtual suicide charges against German positions. Judging by how fast the Germans mowed them down, the Russians could determine the strength of the German position, a very useful piece of intelligence. They were first used in the Battle of Stalingrad.

Yeah, sure, except the dogs could not tell the difference between a German tank and Russian tank, dogs are not known for their tank recognition skills.
The Germans made a big use of penal troops as well.
In the Italian campaign during WW2 Rome was not defended or bombed . The Germans left it as an "Open" city, because of its cultural and historic connections.

The Germans and Italians hiding their artillery in abbeys that they knew would never be bombed was one. See the writeups on the battle of Monte Cassino in that Benedictine Abbey.

as far as inhuman things the asian theater takes the cake. We actually learned quite a bit from them about torture. As far as agression goes, it would have to be the Germans because of their fearceness. As far as most adaptive and all around warriors, it's simple, US Marines.
