The number one thing I would say is to try a shelter... Because no matter what, that will automatically create and amazing bond between owner and dog. Every dog but one I have adopted and they are all different, yet amazing. 2 things to look for if you get a shelter dog, is to make sure that it doesn't have Mange or Kennel Cough. Both are easily taken care of, but need to be taken care of.
For a small breed, I Highly reccomend a Miniature-Long-haired-dachshund!
For a larger dog, first time dog owner.. I reccomend a Labrador or A Golden Retriever. Both are extremely easy to train and can be very calm and don't mind laying around a house while owners are at work. They do need attention though and a good walk for excercise. Other than that, they love all people and are especially good around children.
Hope I could help

I would recommend a Shih Tzu (but I'm biased because I have one). Awesome dogs! They're usually 10-15 lbs, very very loving, and they don't shed, They were bread to be lap dogs, never an ounce of aggression. I have 7 nieces and nephews that lug and chase her around my house and she loooooves them, I don't think she knows she can be mean.
I work from 6:00 am to 3:00 or 4:00 pm and she's fine in my house. Shih Tzu's are usually bread to have the long hair, but I keep mine shaved in a "puppy cut", so much cuter but you do have to brush them a little more often than other dogs. Their fur is also the closest to human hair there is in the animal kingdom, so if people are allergic to dogs, they can have a Shih Tzu!

Maybe a cockapoo can be a good dog for your sis.
They don't grow very big some barely shed or not at all they are very good arond kids.
But it might depend what kind of personality the dog might have to be able to stay away from the owner that long. I have a cockapoo, he's a very fast learner and he's sooo sweet!

Getting a dog requires research and know-how about the dogs that match her lifestyle, activity level, etc.
There are sites with plenty of information on how to choose the right breeds and what to expect from each breed.
Answer this questionnaire to find the right dog for her lifestyle:
http://www.pedigree.com/community/selectadog/
Links on these websites will give her plenty of information.

If buying from a breeder, she should ask as many questions as possible
Never buy from a pet store as most dogs there come from puppy mills

Shelter dogs are a good choice, she can save a life.

A good dog for your sister would probably be a German Shepherd, Rottweiller or a Golden Retriever because these dogs are nice and friendly. They can also be left alone for a while.

My mastiff is turning out to be the sweetest dog ever. She is so big that she doesn't jump, run, or need a lot of room, despite her giant size. I love my lab too very much, but she is crazy and needs to run and romp a lot!

Small yard, small or medium dog. I was going to suggest a Labrador Retriever, wonderful, loving companion, but they need a little room to roam. Call your Vet or your friends Vet and ask for their advice.

It depends if she wants a small dog, or a big dog. If she would recomend a big dog, I would say, a Golden Reriever. They're nice, kind and very loyal. They're very easy to train and love. If you would recomend a small dog, there are lots of dogs to choose from. I would say my favorite small dog is a Yorkshire Terrier but they're very stuborn and hard to train. But other small dogs can be pomeranians, chiuawuas, and lots of others. Or if a medium dog, a beagle, shnowzer, and others too.
