surface cracks on wall. are they a concern?

Could indicate that the foundation has shifted. Only a building inspector can tell you for sure.

They might be an underlying cause to a bigger problem, so id get it checked out...

if its just a paint pealing/craking problem I wouldn't bother...... but if its beyond that I would get it checked out
