Just curious, because recently I've been playing around with Blender, and somehow this question came up.

It seems most of it is built with inhouse tools. Some was based on 3D Studio Max, but there's mention of "Elder Scrolls Construction Set" somewhere in developer quotes.

It seems that in order to be hired by the makers of Elder Scrolls: Oblivion; Which happens to be Bethesda Softworks, one must have knowledge in C++. Some of the other programs used are 3D StudioMax and Photoshop.

I dunno exactly, but I know some modders use 3dsmax to make models in game. Blender might be able to make them too. If it helps, Oblivion uses the Havok physics engine.
