ok.. you're talking about 2 totally different things here.
incest is having sex with family members.
pedophiles have sex with small children.
If a man has an incestuous relationship with a child, then yes, he is a pedophile.
If a man has an incestuous relationship with an adult, he's not necessarily a pedophile.

No. An adult could have an incestuous relationship with another relative who is also an adult. Someone could be convicted of child molestation but not be diagnosed as a pedophile. Pedophilia is diagnosed when it is a repeated pattern of behavior. There are separate diagnosis codes for Pedophila and Sexual Abuse of Child.

If you have sex with your grandmother, that's incest and very FAR away from pedophilia.
If you have sex with your 15 year old daughter, that is incest, and illegal, but still not pedophilia because the daughter has already started puberty.
If you have sex with your 7 year daughter, then yes, you are a pedophile and it is incestuous.
