Yes they do! Not all Spaniards look like Antonio Banderas and Penelope Cruz. Those two actors fill a latin stereotype. Before the Romans arrived Spain was inhabited by Celtic tribes. Celts are known for having a high percentage of light skinned , light haired, light eyed people in the population. The Romans, being Europeans also had their share of blonds, the most famous of them being Julius Ceasar. After the downfall of Rome the Iberian peninsula where Spain and Portugal are situated was invaded by the Visigoths, a branch of the Goths, a nordic people who over ran a large part of Europe in during the Dark Ages. These Goths also had many blonds and redheads in their population.
Ferdinand and Isabella who outfitted Columbus were Visigoths. Hernán Cortéz was a blond and his 2nd in command, Alvarado, was a redhead.

Yes, especially when you get up around La Coruna. Northern Spain is heavily influenced by their previous relationship with the Netherlands and Germany; and many in the North have roots in both France and the Netherlands. It's extremely common to meet a genetically blonde Spaniard.

Yes, people from Spain can and do have blonde hair. It is more common in the Northern part.

Mostly in Northern Spain, I think.
At various times Spain was ruled by many different ethnic groups, including;
Celts
Romans
Goths
Vandals
Muslims
Byzantines
So there are some very different looking people in Spain.
