to have car insurance? 17 years ago someone from West Virginia say it is not mandatory in that
state.Is it now federal law?

All 50 states have financial responsibility laws that require proof of ability to cover certain limits of personal property damage and bodily injury.

Basically, all States have some sort of financial responsibility law and it would pay you to check with your local jurisdiction to see what is required.

Some States require that you carry proof in your auto and be ready to show it at any time requested, others do not.

Someone answered that Nevada does NOT require liability insurance. That's about the DUMBEST answer on this board - no offense meant. Nevada is one of the few States that has an ACTIVE electronic verification system. Let your insurance lapse in Nevada, and you'll get a quick notice from DMV.

Insurance that is written in one State will cover you in most States and will do so to abide with local laws. For instance, if the requirements are such in one State, your personal policy written in another State will abide by local laws in the State you are visiting. If you move there PERMANENTLY, your insurance company may not be licensed in that particular State - so, it would pay you to check with your agent before moving.

No, it's a state matter, not federal.

There are a few states that don't require mandatory insurance. However, if you get into an accident without insurance, you are still responsible, so unless you're extremely rich, driving without insurance would be stupid.

Some states have "financial responsibility laws" which are a bit different from insurance.

Every state it is a state law, but I don't believe it is a federal law. Each state has a law that pertains to the amount of coverage that's needed. Everywhere in the US it is manditory to have car insurance on a car. However, vehicles such as mopeds and motor scooters you do not need insurance, but you do need a license.

I live in Massachusetts and can tell you for a fact that New Hampshire does NOT require auto insurance. My daughter lived there for several years; one of the reasons she moved there was because the insurance rates in Massachusetts are so high and there was none required in New Hampshire.

In Texas, where I lived years ago, you are required to either have auto insurance or to post a large bond (money) with the state to ensure that you can pay for any accident in which you're involved.

There are several states where car insurance is not required - NH and WI. WV now requires insurance. It's on a state by state basis, it's NOT a federal issue.

It is not federal law. Several states don't require insurance, If, IF you have enough money to self insure by placing at least $1000,000 in a surety bond. That is the part they didn't tell you.
