If all of the lights are completely out, treat it as a four way stop.
If the lights are all flashing red, treat it as a four way stop.
If your lights are flashing yellow, treat it as a yield sign, but realize that the people with the flashing yellow might not realize you have the right of way. Be very cautious.
Flashing red means stop sign.
