Comps are usually based on a percentage of the casino's expected profit from your play. If you limit your bets to pass/don't pass/come/don't come bets, and odds on those bets, the casino's expected profit is quite small.
If you want better comps, make prop bets such as "any 7" every roll. You'll almost certainly lose money more quickly, but you'll earn comps faster.

Some good answers so far. Keep in mind that $25 is the MINIMUM bet to get rated at many major casinos. If you're playing at the Bellagio that's not high enough, and if you happen to have a lower bet on the table when the pit boss comes around, you won't get rated at all. If you want more comps, go to smaller or older casinos. The Stations in the Las Vegas area will treat you like a king playing $25 a hand, as well as almost anywhere downtown.

Casinos look at a number of factors to determine comps. The most important is your net theoretical loss (NOT your actual win/loss). This is based off of average bet-size, (pass-line odds do not count on craps as odds pay true money) length of time at the table, house edge of the game you are playing (pretty low on craps), how sharp you are betting (do you bet only the pass-line? They are going to be way more guarded than if you bet hardways and other prop bets), whether you tip your dealer, if you are in a good mood whether you win or lose, etc. More importantly, if there is something specific you want, you should ask the pitboss directly, not rely on your player's card alone. They will make exceptions for repeat customers who they want to keep around.

If you're putting $25 on the pass line, you should be getting comped pretty well. If you're talking about $25 in total action on the table, that's pretty average. Either way, talk to a casino host or pit boss and find out what it takes to get the good comps.

depends on where you play. A low limit casino will give you a lot more than a higher limit casino. I only played craps for 30 minutes at the Majestic star in Indiana and got 2 steakhouses and my average was maybe $100. If I did that at say Empress in IL or Grand Victoria, I'm lucky to get a deli or buffet.
