Neither.
That's like asking are dogs good or bad.
It's a question that doesn't have an answer.

People are going to gamble whether it's legal or not. The question is who should earn the revenues? A crime organization, a private corporation or individual, or the government?
At least with the government run casinos, the players benefit from a safe, and fair (no corruption or cheating) gaming environment, where the profits generated are used to run the government there by keeping taxes down and preventing a few private individuals from getting wealthy off gambling operations. As well gambling related issues, chronic gamblers and such, can be more closely dealt with by gambling profit funded programs.
Those that benefit from casinos are all the people that have direct and indirect casino jobs, the vast majority of customers that treat gambling as a discretionary entertainment expense, and all the tax payers that pay less taxes because of the Casino revenues.
The losers are a tiny minority that become chronic gamblers, and risk far more money then they can offord, which leads to financial crisis, family issues, and substance absuse to deal with these issues. Altough a tiny minority, this group can create serious havoc for those around them, and a burden on the state.
Are casinos good or bad? Probably a bit of both. Maybe the question should be is gambling good or bad? Probably mostly bad and mostly counter productive, considering the odds are skewed for the casino, but like drugs and prostitution people are going to find a way. At least with a government run casino, the good aspects are more prevalent.
Hope this helps.

That all really depends on a lot of things. I myself work as a poker dealer here in Las Vegas and without the casinos i would be working at burger king. The casinos fund all the people of this town, as well as the money that goes to schools and other projects, plus we don't even have to pay state tax on our tax returns because gambling pays for it for us, i only pay my federal taxes and thats it. Not only does gambling give the dealers a job, you have to also think about the gift shops and food areas as well as bell boys, and front desk clerks who run the hotels. Plus 95% of all people who come here only spend what they can afford to. The other 5% who can't help themselfs need to stay away from casinos, no one puts a gun to there heads and makes them bet anything. There are a few sick players who drop a lot of money at the tables, but most are just here to blow some cash they have saved up for the trip.

Good for the State they are in so they get more revenue. Bad for the gambler, because most of the time they lose and the atmosphere can really drag you in.
