Your question regards the issue of modesty. God is requiring that all Christians be modest in their dressing. The fact that the world is engaging in those activities does not mean that we should engage in them. Christians ought to rise above and be holy as god is holy (1 Pe 1:15-16). Consider the Scriptures:
8 I desire therefore that the men pray everywhere, lifting up holy hands, without wrath and doubting; 9 in like manner also, that the women adorn themselves in modest apparel, with propriety and moderation, not with braided hair or gold or pearls or costly clothing, 10 but, which is proper for women professing godliness, with good works. (1 Tim 2:8-10)
3 Do not let your adornment be merely outward—arranging the hair, wearing gold, or putting on fine apparel— 4 rather let it be the hidden person of the heart, with the incorruptible beauty of a gentle and quiet spirit, which is very precious in the sight of God. (1 Pe 3:3-4).
It is written that a Christian should flee all appearance of evil (1 Thess 5:22) and to the one that knows how to do good but fail to do it, to him/her it is sin (James 4:17). That being said, a Christian is supposed to be changed after his/her baptism. We that have known the Lord are saved throuh the washing of regeneration and renewing of the Holy Spirit. We then should be careful to maintain good works (Titus 3:3-8).

Really, this question seems to be a little shallow, don't you have any more important questions about Christianity?
It is most important that anyone coming to church be welcommed even if their clothing is not discreet or modest. When people get all over a visitor about something as unimportant as clothing we risk offending them and hindering them in becoming a believer in Jesus Christ.
I apologise if I'm unfriendly here, but this is just not a big deal to Jesus. Down the road, if a person knows Jesus He will quietly help them make any personal changes they need to make.
I became a Christian in 1971, we were wearing very short skirts then. NO ONE said anything to me about my clothes and one day, as I walked along the campus Jesus whispered a thought to me. "You don't need to wear your skirts so short, I'll get you a man when you need to marry." I went home and asked my Mom to help me lengthen all my skirts. It was so sweet and loving. He communicated truth to me with so much love. I'm thankful no one shamed me over something like that. Jesus took care of it in the most simple, kind way!
Love comes before rules about dress.

granted, she's liable to get plenty of death glares from her fellow church-goers, but she is perfectly capable of putting on a mini-skirt and walking right into church.
not like they have bouncers or anything :P

God's Word tells us to dress modestly. In the fellowship I attend, we dress casually, and if someone were to attend in skimpy apparel, little, if anything, would be said to them about it. However, it's doubtful someone would come into God's House wearing inappropriate attire such as you describe.
