The "normal lock" is simly a ratchet. If you just ratchet lock them, they will not come off, but they may get tighter.
The double lock prevents them from going either way, so they do not get tighter.
The cuffs should always be double locked, or you risk injury to the subject by restricting the blood flow to his hands.

Locking the handcuffs once in fact locks them closed, but the cuffs can still be tightened further. Example: if a suspect is being combative or even if he sits on them, they can close tighter around the wrists. When you double lock the cuffs, they remain locked in that exact position and cannot be tightened any further.

When you first put cuff on someone that is normal lock.
There is a small button that you push with the back of the cuff key that "double locks" the cuffs, this keeps them from being able to close any tighter on the persons wrist.
If they aren't double locked, the cuffs can close tighter and cut off circulation to the persons hands.

the below veteran is correct.locked is simply just closing the cuffs until they start to ratchet. double locked is a small pin hole on the cuffs.you use the pointed end of the cuff key to depress the latch hole.i am not going to get into how it can be done but their are ways to pick these cuffs.if you ever go thru police training they should give you this information.
