It's free and legal - you just have to log on to the site once a month to renew the liscence. It's supported by advertising.
Oh and if you're a college student try www.ruckus.com - I personally think it's better than spiral frog, but it's only for college students.

Try www.jamendo.com - the music there is all released under the Creative Commons license and is free and legal.

.I really hate to break it to you, but if it's free, it's illegal. If you don't pay, then you're not paying the band who made it, which makes it considered stealing.
