I want to change the resolution in my videos?

I am uploading videos from my Hi8 camera..is there a software that I can use to change the video resolution? It seems stuck on 320X240 I want larger resolution HELP! Please include some examples in your answers please.

These settings are in the camera.
You gain nothing at all trying to increase the resolution after the fact from the raw footage. It must be set at the higher resolution when taking the video, you simply can't do it afterwards.
Check the paperwork that came with your camera.
