There is a company that does transfers from any tape format to DVD. http://yesvideo.com/
Cost seems to be around $30 for 2 hours worth. Along the left side of their site, you can see companies where you can take your tapes, who will then send them out for transfer. Takes about 3 weeks. CVS, Walgreen's, Wal~Mart, Best Buy, etc are all stores that you can take your tapes to for transfer.

If they're old movies, or in your case, TV shows, it's considered copyright material and no one will touch them. You would need to privately borrow, or have someone use their own, equipment to transfer such tapes.

Look under Audio-Video Services in the yellow pages for places that provide VCR and other conversion services. Any city large enough to have a couple of hotels where meetings are held will have an AV service.
