Not who is God or what is God, but what is the concept of God.
Can the concept of God exist. Is it like the concept of patriotism, freedom, and rights? Why can't it exist?

Concepts exist all the time: patriotism, freedom, rights, sexual orientation, happiness, God, sin, Satan...they are all concepts arent they?

the concept does exist in all humanity and when people sin or doing some thing wrong they know that God is working with their conscience

The concept of God does not exist.. because it is incoherent and self-contradicting.
The notion of God exists, but that is different.

The "concept" of God is the mental model we have in our minds of God's attributes. The acknowledgement of God the actuality's transcendence of any such limited and limiting abstraction is expressed by denying that one can conceive of God's full glory. This is implication of many bible passaged dating from the stories in Exodos declaring that Moses could not look on the face of God, but only see him in silhouette from behind as it were.
I like a line from one of St. Anshelm's arguments to declare my concept of God: "That than which none greater can be thought, that I call God." (I do not necessarily admire or adhere to other conclusions of St. Anshelm, but this is a great line.)

Yes, the concept of god does exist. That doesn't mean god himself really does though.
