Human created hell and it is right here. first of all Hell means painful place, for anyone, no matter human being , animal or any living soul.

Eg. A live crab is pushed into 400 degree Centrigrade oven in a restaurant.

or

A cow being tortured, her legs are pulled and bones broken, or a red rod inserted in her neck, or tabocco is inserted in her eyes while alive , to make meat softer,

or

a fur animal is skinned alive by human.

hell is right here , right in our house, our neighbourhood. it is right on earth. But you don't see or you chose not to care.

Replace above animals with human beings, then you will know very meaning. Don't say human and animals are different, they too have pain, feelings, emotions, blood, fear etc. Just that they are helpless and not powerful as human.

God created everything. He created Hell for people who don't believe in Him. Hell is where satan lives. Satan is that voice in your head/heart that tells you to do something that is not moral or right and its YOUR job to do what is right which is listening to the Holy Spirit in your heart (if you're a believer of God), because the Holy Spirit is leading you to do what God wants for you and He only wants the best for you and nothing less.

Hell is a fictitious place created by men to put fear into the minds of simple fools.
God and Satan, Allah and the rest likewise.
Very few religious people actually believe in a God. They just blindly follow the religion because they are frightened of the alternative, yet peace of mind comes from knowing that there is no God, Heaven, Hell etc and that when we die we simply cease to be.
Scary?
Not really.

The nearest I can figure it out, it was created by the people that deserve to go there. Tophet, Gehenna or Valley of the son of Hinnom hell fire, death and burial by fire or burial by fire [ some in human sacrifice in the fire ];
Jer.7:30.31; 19:2-5; king Josiah turned it into Mark 9:42-48; the city dump, so it counts nothing for apostles of Jesus Matt.10:28;

Tartarus prison hell. For the angels that sin, Jude 6 [ before flood ], 1Pet.3:18-20 [ Jesus went to visit the angels that sinned before the flood ]; 2Pet.2:4;
the angels that sinned before the flood, kept from doing it again.

The gates of hell or the gates of the grave Matt.16:18; Isa.38:10;
As for Sepulchre, cave, pit, tomb, grave hell, cemetery or burial grounds where most are resurrected from, some from seas or death itself.
Acts 2:27-35; Resurrection of Jesus from hell John 19:38-42; his cave grave.
Rev.20:1-6,12,13;
No Satan 1000 years. 1Cor.15:22-28; Resurrection in order, heavenly first.
Rev.3:12;
The heavenly [ for the new heavens ], are with Jesus, to resurrect the dead as earthly [ for the new earth Isa.65:17 ]; 2Pet.3:13;

After the 1000 years. Rev.7-10; No Satan as he is cast into the lake of fire,
fire rains down from heaven to devour men that are like unto Satan.

God made hell. God is the one who came up with punishment for rejecting his love. Would it really make sense if satan made hell, which means punishing himself eternally? No I doubt it, neither would it make sense for someone else, other than God, to punish. John 1:3 says, " Through him all things were made; without him nothing was made that has been made." Hope that answer your question, God Bless!!
