Its a sign of submissivness towards you.
She is basically telling you that you are the alpha dog, and she is the subordanate. Whenever she does that, pet her tummy, and let her know that what she is doing is good behavior. Two reasons.
One... that is how dogs show their masters that they are being submissive. They know that you are the boss.
Two... Dogs love getting their stomachs rubbed. It's the one spot on their body they can't reach. It feels good and they just want you to show them some love.

It's important not to think that any dog that rolls over is asking for belly rub. Dogs can roll over to get other dogs or people to stop whatever it is they are doing. A dog rolling over for this reason is saying, 'please leave me alone' going over and rubbing its belly can scare it, and a dog that is really scared can end up biting.
I'm not saying that YOU shouldn't rub your dog's belly but it's stupid advice for people to give that a dog showing its belly is being submissive and you can reinforce it by rubbing it. A dog that is showing its belly cause of submissive should be left alone!

my little girl does the same thing. and if she does this to other dogs that she plays with, shes showing that the other dog is the alfa, she could be doing the same to you, if this happens when your playing!

He/She is submitting to you showing that you are the dominant one. You are the alpha of the pack and they recognize this.
