I have a Mamiya Sekor 1000 DTL camera and the mirror is stuck in the up position. How much would it cost to fix this? Would I be better off getting a new camera or fixing this one?

It is a classic camera and it worth repairing it.
I had my camera repaired in Seattle recently. They looked at it first and gave me an estimate.

Fist go to local camera place and he will direct you to the authorized repair location if there is any. If it is out of state, contact the authorized repair center and follow their directions. Hre are a couple of places you might consider contacting.

I take my film cameras that need servicing to a local camera store and they ship them out and then get back to me with an estimate. Doesn't ever seem to matter what is wrong with the camera, the repair costs average $150 or so. If you like shooting film, then it's worth fixing because except for the extremely high end cameras, almost no one is making a film camera anymore and the ones that are inexpensive with Promaster or Vivitar badges, are cheap and cheaply made.

Contact Garry at garryscamera@yahoo.com and ask him if he services your camera. I've had 8 of my Minoltas serviced by him this year (just routine maintenance, a CLA and light seals replaced). He charges $45 + $8 shipping and has a 90 day guarantee and a 7 to 10 day turn around.

I don't even know if you can buy a film camera anymore. If I had it I would bring it to a camera shop for an estimate.
